Schilling Named Chief of Civil Division in the Southern District of New York Preet Bharara, the United States Attorney for the Southern District of New York, announced on March 1, 2010 the appointment of Andrew W. Schilling as the Chief of the Civil Division of the United States Attorney's Office for the Southern District of New York. Mr. Schilling follows James L. Cott, who had served as the Chief of the Civil Division since February 6, 2003. Mr. Schilling returns to the Office from FKSA, where he was a litigation partner since 2007. At FKSA, his practice combined complex civil litigation, including employment and appellate litigation, with white collar criminal defense and internal investigations. From 1997 to 2007, Mr. Schilling served as an Assistant United States Attorney for the Southern District of New York, and from 2003 to 2007, he was the Chief of the Office's Civil Rights Unit. In that role, Mr. Schilling supervised cases involving both civil and criminal civil rights matters. Mr. Schilling has tried numerous cases in the United States District Court for the Southern District of New York -- in employment discrimination, First Amendment, bankruptcy, organized crime, civil rights, and official misconduct cases -- and argued numerous cases before the United States Court of Appeals for the Second Circuit. In 2006, Mr. Schilling received the Association of the Bar of the City of New York's Henry L. Stimson Medal for outstanding service as an Assistant United States Attorney. He also received commendations by the Department of Justice Civil Rights Division for his work enforcing the Americans with Disabilities Act, and by the Department's Civil Division for his work on consolidated lawsuits challenging the regulations governing the September 11 Victim Compensation Fund. Mr. Schilling is a 1988 graduate from the College of the Holy Cross and a 1992 cum laude graduate from Fordham University School of Law. After law school, Mr. Schilling clerked for the Honorable Joseph M. McLaughlin of the United States Court of Appeals for the Second Circuit. From 1994 until 1997, Mr. Schilling was an associate at the New York law firm Donovan Leisure Newton & Irvine, where he concentrated in product liability, intellectual property and insurance coverage litigation. Mr. Schilling has also served as an adjunct professor at Fordham Law School and at New York University School of Law.
